Counts how many of these 17 governors on the 6 February 2027 ballot INEC does NOT declare elected (Form EC8E / certificate of return): Otti (Abia), Eno (Akwa Ibom), Alia (Benue), Otu (Cross River), Oborevwori (Delta), Nwifuru (Ebonyi), Mbah (Enugu), Namadi (Jigawa), Uba Sani (Kaduna), Yusuf (Kano), Radda (Katsina), Idris (Kebbi), Bago (Niger), Mutfwang (Plateau), Aliyu (Sokoto), Kefas (Taraba), Lawal (Zamfara). A governor who withdraws or is removed from the ballot counts as not re-elected. Supplementary, rerun and s.179 second polls that INEC holds count; tribunal or court rulings after a declaration are ignored. Resolves once all 17 states have a declaration; void if any has none by 30 June 2027.
